You can find out the exact number of Jamaicans who voted for the PNP in the 2002 GE and the LGE in 2003 here:

A simple math calculation will show you that the drop in the number of people who voted for the PNP in 2003 versus 2002 was far greater than for the JLP. Twist and turn that any way you want brederin but those who voted PNP in 2002 stayed home in droves in 2003.
