Dine, this may be a long shot but do you think that there is a certain amouint of fatalism involved too ? You know, an outlook on life that says, "well, what can little me do about this anyway" ?
I think that this way of looking at things was very common in our parents days when "others" made decisions for the majority of Jamaicans.
As ill fated as many of MM's policies were, this is one area in which I feel he had just begun to do something important for us.
