Rich D, if the AIDS test is routine, why does the DA need to file a motion? If it is routine, it comes without a Motion. But then, north American justice does not make sense to me.
RR, It is a requirement that regular fire drills are carried out. I do not recall the Code giving specific procedure but I do know that Principals are expected to have sectional practice and that children at least know what they cannot do during a fire drill. The main thing they cannot do is run! They are to walk in single file blah blah blah. What happended here tells me somebody neglected to issue the warning NOT TO RUN to these children. It seems they were just told to hurry down stairs/outside by some very inexperience or plain dumb teacher. Safety precaution is a requirement of the Principal ( the Code says so). Before a fire drill of this magnitude, the children should have had many such occasions that they become used to it. There definitely was a screw up.
I do know that because Education Officers are not vigilant and plain and simple dont know their jobs often times they do not check on these aspects of our childrens education. Many of those Eos think they are there to harass the teachers. I remember once a whole school was put under triennial and a whole host of Eos descended on the teachers. Their coming did not really serve any purpose. They even gave teachers failing grade for not opening a certain section of a window when if they had asked they would know if that window was opened the suns glare was too much and very few could see the chalk board. Then they showed no interest in those programs designed for personal development. They looked at the schools dance groups and only nickered like jack and jinny asses. Not even a single comment was made about that schools strong Physical Education Program. Those people need serious training!
